1.) Global competition. Why pay more here in America for what they can pay foreign workers. Large companies will start hiring when Americans are willing to work for less.
2.) Large companies have pools of money that are allocated to the hiring of new employees. Management of the various departments receive bonuses based on the money not used. If they can get existing employees to work harder so that they do not have to hire new employees. Cha-Ching! Management shares in a percentage of the money allocated for new hires that is not spent as a bonus.
